This is suPHP 0.6.1, the setuid PHP CGI wrapper module for Apache.

This PR replaces ports/94919, where Jeremy Chadwick, the current
www/suphp maintainer, suggested submitting this as a new port.

Please see the other PR (ports/94919) for a comprehensive list of major
changes in this port.
