May 18 13:00:36 machine /kernel: arplookup 216.x.x.x failed: host is not on
local network

Why would a FreeBSD box, be doing an arplookup on a PC is not on the local
subnet.  I have double checked all the network/subnet setting and can't find
it.  I do have an IPSEC tunnel between the two machines but that seems to be
working fine.

Any ideas would be helpful.
