This might be related to "extended translation."  Is that enabled in your
Ctrl-A setup?  Try toggling it to see if this makes any difference.

Note that, if your drive was partitioned with extended translation either
enabled or disabled, the controller will allow the partition information to
override the default setting in the Ctrl-A pages.  If you want to change this,
you need to low level format the drive, or at least zero out the partition
table in the master boot record.

I know there are problems in 2.0.30 that may affect this, but your problem
seems to be something slightly different.
