This does not look like a problem with mail/postfix-policyd-spf-perl as the errors occur once make has descended into the dependency ports. A tree-wide clean might help. Next I would try grabbing a fresh ports tree (set aside the old one and download a whole new tree using svn or portsnap). If that doesn't fix it, you can try clearing the pkg cache and reinstalling perl and p5-*, etc., or take it to ports@ for guidance.
