In sys/conf/options 1.225 -> 1.226, the COMPILING_LINT
option was moved from opt_lint.h to opt_global.h,
which I believe is a very good thing because it saves you
from having to include yet another file just for LINT checking
purposes.

If there are no objections I would like to MFC this change

	-COMPILING_LINT opt_lint.h
	+COMPILING_LINT opt_global.h

plus the associated comment.
