Hi Marc! It would have been a problem if the previous IP of the root server was not operational and even a bigger problem if a non root DNS server was running instead at the old IP. The quering server might have an IP that is wrong, but this isn't however a problem here since both root-servers will be working at the same time for some time. In case however there are a few root servers down or not responding or non running bind services it would cause extra delays.
