Hello, freebsd-standards@,

It seems that our sys/time.h has timespec* macros (e.g. timespeccmp) inside
an ifdef, while NetBSD and OpenBSD don't.

So is the attached patch appropriate, or shall we change the ifdef statement
to something like ifdef _KERNEL || BSD_COMPAT?
