It is better to use modules/by-module because the author can change, and for a number of modules changes pretty often. In particular, a lot of Catalyst and Moose-related modules "change" the author often from one release to another. As for modules/by-module not having the most recent version, I think that something has happened to one of CPAN's indexing jobs in the start of last December.
