Disklabel doesn't depend on the files unless you're trying to make something bootable. On the other hand, you may need disklabel in order to recover the filesystem holding /usr. Moving disklabel is indeed change for change's sake, and gratuitous to boot. Much of this talk of bloat is nothing but a joke, since in the common case disk space costs less than talk.
