Sorry, I cannot test this, but does chaning the file
/usr/local/etc/pkg/repos/FreeBSD.conf to contain

FreeBSD: {
	url: "pkg+http://ftp-archive.freebsd.org/pub/FreeBSD-Archive/old-releases/"
}

work in your situation? Just for testing?

Please see "man 5 pkg.conf", the EXAMPLES section,
last entry, for a tidy solution. :-)
