switch fetching source from GH to using MASTER_SITES

portscout always assumes that an update to 'latest' is possible and sends
notifications.
This patch switches from using GH to using MASTER_SITES.
Now, the port relies on official releases and has the nice side-effect of
enabling portscout to actually do its work.
