I presume it would go away if you remove your /usr/X11R6 installation and reinstall it, since this failure is not there for clean installations -- it must be due to some stale directory on your system which netscape is detecting, which does not have any files in it. If you ktrace the netscape binary you should be able to find where it's looking.
