This is a matter of taste, so you have the last word (if you're wrong
the committer will correct you :-)).
If I had to do it, I wouldn't include those files there unless:
1) The "make install" puts them there, or
2) The program looks for the files there.
I would put them in $(PREFIX)/doc/JED, as suggested by the handbook.
