How about a bit of fuzzy thinking here:

Both -h and -? should generate help (typically usage) without returning
an error code but only one of these forms should be described in the
usage and synopsis of the command (IMHO that should be -h).  However it
should be noted in the manual page that -? is supported.

Or if that's too radical, put both -h and -? in the usage and synopsis.

Its a shame that several commands have used -h.  That should be strongly
discouraged in the future.  Those commands should use something else
instead of -h for help or just rely on -?.

A lot of people try -h or -? (with appropriate shell escaping) first
before going for the manual page.  Another thing I've seen is people
trying garbage to get a usage string (e.g. date -gfdsa) in the hope
that one of the characters is an invalid option!
