In /etc/rc, rc.diskless1 is executed and defaults diskless_mount to
rc.diskless2.  By the time execution gets back to /etc/rc, the
/conf/*/etc overrides have been installed.  It is at that point that
the rc.conf files are sourced.  So, on a per host or network basis,
you can override diskless_mount to point to whatever you desire.
