The software is broken. The problem only appears in XFree-4 because
XFree-3 doesn't try to do anything with the manpages until the install
stage.
You can probably fix this by changing the line in Imakefile that reads
"ComplexProgramTarget(" to "ComplexProgramTargetNoMan(".
