Hello,

Starting there, this becomes an IRC setup question :-)

There is a file that your IRC server needs: ircd.conf
This file has to be setup correctly and for your server to be able
to talk the outside world, you have to set a link with a nearby IRC
server (here nearby == an IRC server that is already connected to the 
outside world and that is close to you netwise.).

For this I suggest that you send mail to operlist@kei.com and inquiry
about who could provide you with such a link.

For the number of connections your server can serve, check the doc for I 
and Y lines that you have to put in your ircd.conf file.
