It's correct handled in the checksum calculation part where the scope is cleared. But you are right. The dropping of the redirect is not correct. As far as I can remember the correct behavior for default router is not implemented in FreeBSD. The default routes for every IPv6 router should be used in a round-robin fashion. Rainer.
