No, the embedded scope is an internal value. Why should it be set manually?
It's correct handled in the checksum calculation part where the scope is cleared.

But you are right. The dropping of the redirect is not correct.
As far as I can remember the correct behavior for default router is not implemented in FreeBSD.
The default routes for every IPv6 router should be used in a round-robin fashion.
