As a former post indicates getting the latest list of root name servers
involves a simple dig command, that takes about a second.

Anyway it is doubtful if all 13 of them would change IP address at the
same time. I hear that some of them suffered from a DoS attack a while
back and it didn't affect the internet world much...mind you it was a
report in SlashDot, and thus has to be treated with some circumspection :)
