I fetched cyrus-sasl-2.1.15.tgz from ftp.FreeBSD.org, and it doesn't
have +INSTALL nor +DEINSTALL.  So, I made cyrus-sasl-2.1.15.tgz
locally, and I can see these files in the archive.

ume@lyrics:17% tar tvyf ~/tmp/cyrus-sasl-2.1.15.tbz|grep INSTALL
-r--r--r-- root/wheel       53 Oct 26 01:37 2003 share/doc/cyrus-sasl2/INSTALL
ume@lyrics:18% tar tvyf cyrus-sasl-2.1.15.tbz|grep INSTALL
-rw-r--r-- root/wheel     2277 Nov  3 22:41 2003 +INSTALL
-rw-r--r-- root/wheel      957 Nov  3 22:41 2003 +DEINSTALL
-r--r--r-- root/wheel       53 Nov  3 22:41 2003 share/doc/cyrus-sasl2/INSTALL

What makes such difference?
