There are two SANE backend configuration files for epson scanners,
'epson.conf' and 'epson2.conf'. How do I know which one to use for any
given epson scanner? Does it matter?

"The scanner model used was the EPSON Perfection 1650, so we know the
scanner will use the epson2 backend."

How did we know that?
