First, the proper way to install Netscape is to use the port/package system; which probably has the right dependencies to get things installed. But, if you're like me and simply grabbed the Netscape files from ftp.netscape.com you will need to install the XFree86 3.3.3 aout package. The compat22 (and other compat distributions) contain the C libraries, etc... but, there are no X11 libraries.
