pslist-1.3.1.patch

- Update to 1.3.1
- Add LICENSE
- Change MASTER_SITES to new directory structure
- Set architecture neutral
- Take maintainer'ship

1.3.1 2016/04/21
   - reflow to a tab indent
   - explicitly "use warnings" instead of -w on the shebang line
   - add a test-pslist script that expects the "pslist" and "rkill"
     commands to either be in the search path or to be specified using
     the PSLIST and RKILL environment variables; note that for pslist to
     operate as rkill, it must be invoked under a name that ends in "kill"
   - remove the $Ringlet VCS tags that serve no purpose with Git
   - bring the Perl source a bit more up to date
   - output a newline at the end of the list of reniced processes
   - bump the year of my copyright notice
