It is being used to mean 'current development' but might be confused with 'current release'. The obvious solution is 2.1 stable 2.2 release 3.0 development although I agree with Stephen that renaming stable is also a good idea, I prefer not to introduce that distinct issue until the 'current' tag issue has been clarified.
