The confusion results from the counter-intuitive use of the
tag 'current'.  It is being used to mean 'current development'
but might be confused with 'current release'.  The obvious
solution is

2.1 stable
2.2 release
3.0 development

although I agree with Stephen that renaming stable is also
a good idea, I prefer not to introduce that distinct issue
until the 'current' tag issue has been clarified.
