This BIOS version or any other with this release date does not exist
for B450 TOMAHAWK,see

Get in contact with MSI Service and Support!

Another guess. I've got absolutely no knowledge about TPM. Maybe the
culprit is a TPM bug or any other "security" whatsoever mechanism issue?
