If we do the sanity check, then we can verify correctness at install
time, with a cost of a lot more detail work required for each package.

The sanity check requires being able to clearly specify what requirements
exist, AND what each target satisfies. That is just not feasible.

It's far easier to run "make -n start" to check validity of the configuration.
