gtk-1.3.x is  the development  line and  should not  be used.   I just
built all of gnome and  gnome-fifth-toe from scratch, and gtk-1.2.x is
used consistently.   No doubt  you had previously  installed gtk-1.3.x
for some reason, and some of the GNOME configuration scripts picked it
up.
