this has been evident to me for quite a while, just haven't had time to
deal with it.  It's particularily frustrating since this is a clear case
of defective hardware.

the solution:

	if ( TIMER_IRQ_IN_MPTABLE ) {
		setupAPICTimerIRQ();
		spin( aWhile );
		if ( intcount > 0 ) return 1;
	}
	setupMixedModeTimerIRQ()
	spin( aWhile );
	if ( intcount > 0 ) return 1;

	panic( "this eats it!!!" );
