It's trying to tell you something.  At line 16 in the password file,
root's user ID is not zero. Most likely you messed up the master.passwd
format by adding two root entries or something equally silly.  See
passwd(5) for the proper format. It should look like this:

root:encrypted_password:0:0::0:0:Charlie &:/root:/bin/csh

encrypted_password will be a string of random characters.  Don't change it
if you want to log in as root again. :)
