You need to update to 13.1-RELEASE. There will never be a 13.0-p12 as 13.0
is EOL, as you noted.

The command you need is "freebsd-update -r 13.1-RELEASE upgrade". Also,
read the man page or hte handbook for important caveats. (Most times there
will be no issues, but, when there are, you can really shoot yourself in
the foot.)
