He is "pretty sure" that his PCI modem driver made its way into -stable and 4.1.1-R. The supported hardware docs and release notes do not list PCI modems as supported. (Unless I am blind in which case I will toddle along quietly, bumping into things as I go.) If someone can confirm this information then it should be in the proper docs.
