PORT-UPDATE-MAINTAINER TIMEOUT : net/nttcp 1.45 -> 1.47

According to :

the FreeBSD port net/nttcp has an unfetchable distfile.  After doing some
looking around, I found that the url had changed slightly.  I put together
a patch that fixes the MASTER_SITE, adds WWW to descr and updates the port
to the latest version, 1.47.  I also removed Makefile and patch in files/,
as the newest version builds fine with out them.  The patch is at :

** NOTE **
I sent the above in an email to the maintainer, billf@FreeBSD.org, on 7 Jan
2001 and have yet to recieve any response.
