The problem is, some kinds of flag-waving people expect from core. A lot of people have the perception that they need cores nod to start things "offcially". Take projects.freebsd.org as an example. A lot of people do not have the courage to stand forward alone and wave the flag, but given even a modest investment of encouragement and interest they will. Remember how we got our execellent postmaster ? We asked if anybody wanted to do that. I'm sure that if core wants a secretary, actually asking if there is anybody who would want to do that task on the specified conditions would get you somebody. Of course you wont see a lot of hands if you ask for somebody to implement "clustering", but if you ask for a team if FAQ writers, I'm sure we can find them. You want a more dynamic homepage ?
