My fileserver is a bit more ill than I thought. I got an error when patching
the file:
su-2.03# patch bsd.port.mk patchfile

So I NFS mounted /usr/ports from the errant fileserver on my laptop, and
10# cd /usr/ports/archivers/nulib && make install
The port built and installed without a hitch.
