The failure happens when mod_dav_svn is pulled in as a run-dependency. This
fails because that is built against apache 2.4, but mod_authnz_crowd only works
with apache 2.2, thus there is a conflict installing apache 2.4.

There is no workaround. The software is not compatible with Apache 2.4.

Please tell pkg-fallout that it should stop complaining about this until the
upstream provides an updated version.
