Yes, I did. Steve finally seems to have found the problem.. This
(supposedly Wincast/TV model 400 is reporting the NTSC WADDR as 0xc2,
which is seems to be proper for a PAL tuner).

On Steve's suggestion, I am hardwiring to Philip NTSC and with modified
WADDR. Let's see what happens then. If I can't get this to work soon I am
ready to return this card.  

Amancio might be right, it would be PCI 2.1 non-compliance, but I really
don't have the cash right now to buy a new vintage PCI board, so either
this works soon, or I'll have to return this card.
