Using /dev/io would be good for testing but not for the actual driver. you'll want to put it in the kernel for that. I'd suggest looking in the FreeBSD Handbok at http://www.freebsd.org, looking at the source for other devices drivers in the kernel, and pestering hackers@freebsd.org for more information.
