On my desktop system this puts the system into high power mode (instead of automatic adaptive mode), which is kind of a waste of electricity and overh= eats my office. It's easy to override this with dev.hwpstate_amd.0.desired_performance=3D0 later of course, but it seems as though the general idea is to have powerd control this.
