This is by default disabled, you should log on as root locally and then add a usr to the wheel group. Now login remoly as that usr, then type # su root (or just "su") and enter the root password. Now login remoly as that usr, then type # su root (or just = “su”) and enter the root password. This is a more secure way to login as root = remotely.
