Edit /etc/mail/sendmail.cf and uncomment the MaxMessageSize option
(remove the leading pound sign):

    #O MaxMessageSize=1000000

Then, set the value to the maximum number of bytes which you want to
limit incoming messages to.

After you save the changes, restart sendmail with a 'kill -HUP' command.
