So you're getting the absolute latest bits... which may be being updated by someone else, since CVS (and therefore cvsup) don't really have any conception of repository consistency across updates to multiple files. CVS also doesn't provide a way to save a change in a "checked in for testing but not fully committed" state which would allow testers to verify that a change works in many environments before fully committing it for general access. (One could do this with branches... except that CVS also has some serious shortcomings in merging branches.)
