Never found or received a good answer. One thing that did work for me after a little bit of grief was to re-run /stand/sysinstall and install ALL of the crypto (regulations be d*mned). Once I did that, I was able to get SSH working on some of my machines (but not all). I finally ended up just copying the binaries and config files around from one server to another until all of them were working. I have found that doing an install from scratch, on a new server, with all crypto, installs SSH as the docs and some posts on this list specify.
