Ideally the two commits would happen together, because if a user updates sbcl, but not, e.g., any one of cl-clx-sbcl, cl-ppcre-sbcl, cl-alexandria-sbcl, or stumpwm, stumpwm will fail to load until all those package are rebuilt with the new sbcl.
