Log::Log4perl lets you remote-control and fine-tune the logging
behaviour of your system from the outside. It implements the widely
popular (Java-based) Log4j logging package in pure Perl.

This PR supersedes PR 44259. Since the original submission has not
been committed yet, I've chosen to send this as a shar archive. If
it's better to have it as a diff against the previous version, please
let me know.

This new port follows an update of the distribution, and this version
does no longer require any specific Perl version.
