If sendmail just dropped the connection, then the sending MTA would retry the message, potentially every 15 minutes for up to 5 days. The way sendmail does it, the sending MTA gets a 5xx permanent error message straight away, meaning it tries once and then fails. Of course, that assumes the MTAs involved are doing something like following the appropriate RFCs, which most of the spambots fail to do.
