:If the kernel is going to automatically complete KSEs, then I would only :do it when new KSEs block or when the process is resumed. The UTS is timing :the current thread, so you don't want to do work for other threads while :the UTS is going to count it against the currently running thread. If the :kernel is not automatically completing the KSEs, then the UTS can be notified :of unblocked KSEs at any time. The kernel *must* complete blocked KSE's or you run into a thousand potential system deadlock situations.
