Set NO_LATEST_LINK * to prevent packaging. NO_LATEST_LINK doesn't prevent packaging, it prevents the Latest/sml-nj.tgz -> ../All/sml-nj-.tgz symlink generation. If you want to prevent packaging, use NO_PACKAGE. (That will prevent distfile redistribution by FTP/CD-ROM as well, since they are tied together in the current implementation.)
