I can't really say which is better, but I've been using the isc-dhcp
port on several networks.  Setting up a server is trivial, just spend a
few minutes reading the manpages and you'll be off an running.  A point
in the ISC server's favor is that we use the ISC client in FreeBSD 3.x
and above for integrated DHCP support.
