Mhm, according to "Life with Qmail" section 3.2 "Relaying" qmail does only=
 allow relaying
if the mail is FOR a local address or comes FROM(!) a local address.

I think you have to give you client(s) access in the tcp.smtp file, did you?
192.168.0:allow,RELAYCLIENT=3D""
